Citi Card Virtual Account Number (VAN) Error Code 1031

If you possess any MasterCard issued by Citi you would be aware of their wonderful fraud prevention feature called the Virtual Account Number (also popularly known as Citi VAN). This is a free service provided by Citi that allows the user of the credit card to generate a unique credit card number that is different from the original physical card yet is internally linked to the same account so when you make a purchase online, you don't have to give out your real credit card number. The service also enables you to set the maximum amount the charge is allowed and the expiration date for the generated card number. Lately there have been reports of errors when using the Citi Virtual Account Number tool. Namely the infamous 1031 error given when trying to log in to the service. The error reads (see image below):

You, too probably had your share of such frustrating encounters with the Virtual Account Number tool. The most unfortunate thing is, if you were to follow the instruction given in the error message and call their customer service number, you would get a standard response that this error occurred due to a change in your contact information (even if you did not change your contact information) and it would take TWO WEEKS for them to reset the information before you can use the service again! This standard response can be especially infuriating when you are in your final step of an online order and need to enter a credit card number for payment to complete the purchase. When inquired about what to do in such a situation, the customer service representative actually suggested to enter the real credit card number. Isn't it the original idea of this tool NOT to give out the real card number in order to keep it safe???

Interestingly, there is a pattern to this madness. And, fortunately, there is a quicker and simpler solution to this problem without requiring the two-week waiting period. Basically, instead of having the customer service representative reset your contact information, simply make a minor change to your profile online and have the reset triggered automatically. After making the change, you will generally be able to use your Virtual Account Number tool within 24 hours.
 
Here are the step by step instructions (You will need to have your card with you because you will be prompted to enter the three-digit security code on the card on the last step of this process):

  1. Log in to your Citi account by going to https://www.citi.com/ and select Credit Cards under the Sign On To Your Account box.



  2. Type in your User ID and Password and click on Sign On to get into your account.



  3. Once you are signed on to your account, click on the My Profile link on top of the page.



  4. In the My Profile page, look for the Edit Contact Information link under the My Communications sub category.



  5. Your address(es) and phone number(s) will be displayed. Click on the Make Changes link towards to upper right hand corner of the page.



  6. Scroll down to the phone number section and make a change to your primary phone number to another phone number you have. (Or, simply switch around your Home phone, Work Phone, and Mobile phone numbers. If you only have one phone number, change it to something else and then immediately go back to Step 5 and change it back to your number again.) You will need to enter the three-digit security code from your card and then click on the Save Changes link towards the upper right hand corner of the page.



That’s it and you are done. Wait a few hours and try to log in to Virtual Account Number. It usually works within 24 hours. Much better than waiting two weeks!

  1. Just so this is updated...I just recently opened a credit card with Citi. This two week delay is still in place. Wow, it is July of 2014 and most transaction are almost immediate, even at your local bank.

  2. Waiting 2 weeks is like going back 20 years ago. Citi needs to get their arses together if they want to keep their customers. This is 2014 and smart phones is like your motorola flip phone back in the days. Citi needs to wake up!

    BTW, I too had to call customer service and I was told to wait two weeks before I can generate a VAN. I just used my old credit card to make a nice major purchase. Citi missed my intention of opening a new credit card with them in the first place. Nice job Citi Card. You've just missed my nice purchase and your competitor just benefited it.

  4. Yet another new Citi (Double Cash) customer getting Error 1031... Called them and they gave me some story about duplicate accounts in their system, one supposedly generated when made the application and one today when I signed up for online access. Of course I never created any username/password account with my application; I save every piece of info I give in all applications (in this case: declared salary, other income, rent/mortgage, random/secure answer to their security question).

    Anyway, thanks for the warning about the unreliability of the service -- I'll pre-generate extra numbers with various amounts/expirations just to be on the safe/"prepared for anything" side...

    Customer Support told me that they'll "refresh" the account and in two days I should be able to use VAN. Let's see what they're worth. Otherwise, will just follow instructions above.

  5. Update: Three days after Citi promised "a fix in two days", on Dec 5th, I made the account phone # change as suggested in the article above in an attempt to resolve the remaining 1031 error. A day later (today, Dec 6th) the error remains. I called Citi and a supervisor told me that due to that phone # change I'm gonna have to wait two weeks. He claimed neither he nor the managers above him are able to push a button and grant me access earlier than that. I told him I find it idiotic that I can use the naked account number to make purchases (which I've done) instead of being allowed to use a more secure method (VAN's). He didn't care. Oh, well.

    I decided I'm just gonna use my Amex for online purchases (1.5% cashback) until Citi VAN starts working, then request a new Amex card (new #) to ensure everyone who had that ancient # can't charge it or let card thieves abuse it. The other security mechanisms I've "invented" over the years will still apply to all my credit cards: (perhaps someone will find it useful)

    1. Sign the card with a unique signature (the card name in an obscure foreign language + my name in that language). If my signature is ever transferred, I'll identify the leak.
    2. Mark over the CVV with permanent ink and a little label on top for tamper-evidence. If card is physically skimmed or smartphone-cam captured, it won't help for fraudulent online purchases (cvv req).
    3. Seal-stamp and hide the 9th-to-12th embossed numbers on both sides of the credit card. Again, shoulder surfers, restaurant workers, etc won't be able to visually record the full card details. Swiping card is unaffected.
    4. Make sure credit card billing address is different than the address on my driver's license. Should prevent "skim-clone-gas-pump" schemes, as well as "steal-wallet-reveal-cvv-shop-online" schemes (req billing address), but it probably won't prevent the more brazen "skim-clone-or-steal-wallet-then-go-to-Walmart" thieves. ;)
    5. Destroy old PayPal & Amex and get a new card #s every 6-12months. Since my PayPal Extras gives me 2.6% cashback in restaurants and gas stations, I use that card there. I use my Amex everywhere else for physical transactions, and my Citi Double Cash (2%) will be used for every online transaction (VANs) and recurring payments. Skimming won't affect my "card on file" (Citi VAN) so there's no major inconvenience there.
    6. In my wallet I keep a tiny print out with my CVVs and obfuscated passwords for critical accounts. All passwords are missing a data chunk I've got memorized.

      Too bad making the minor change to your account didn't solve you problem immediately. It usually takes several hours for the account to reset (not days). The customer service representatives were simply giving the standard responses. Give it a try after a day or two (after you've manually made the change to your account) and, chances are, you will be able to use your account.

  7. The minor changes mentioned in this article don't solve the problem anymore. If you do the changes you will have to wait 2 weeks, from the time the changes were made.
